We continue our series of exploring how each of the strong schools in the network of Baltimore Curriculum Project (BCP) neighborhood conversion charter schools plays a vital role in the revitalization of communities. In April, we explore the anchor role and impact that Govans Elementary School (GES) is having on the greater Govans area in northern Baltimore City.
Greater Govans encompasses communities such as Cameron Village, Chinquapin Park, Lake Walker, Mid-Govans, Belvedere, and Evesham Park, each of which has witnessed various developments over the past decade. These communities are predominantly Black (90% vs. White residents comprising nearly 7% per 2017 data).
Several community initiatives have been instrumental in driving positive change. Loyola University Maryland’s York Road Initiative (YRI), a place-based community development strategy launched by the university in 2008, has focused on improving education, youth development, food access, and quality of life for residents through efforts in education, youth development, food security, and economic viability of local neighborhoods and businesses. Notably, the establishment of the Govanstowne Farmers’ Market in 2010 has provided residents with access to healthy food options and supported local businesses.
Business Growth and Economic Impact
In March 2022, YRI received $675,000 in federal funding through the 2022 omnibus funding legislation. This investment was designated for workforce development, small business capacity building, clean and safe programs, food security, and infrastructure improvements in the Govans neighborhood along the York Road Corridor. Allocated funds have facilitated several key initiatives:
- Small Business Support: YRI has hired capacity builders to assist small businesses and promote community economic development. This support includes providing resources and guidance to help local entrepreneurs navigate challenges and expand their operations.
- Employment Opportunities: The initiative has created jobs for local residents by appointing neighborhood commercial ambassadors. These ambassadors are responsible for overseeing cleanliness, greenery, and pedestrian safety along the business corridor, contributing to a more inviting environment for commerce and community activities.
- Infrastructure and Beautification: YRI has invested in both long-term infrastructure projects and short-term beautification efforts. This includes public art installations and façade improvement grants aimed at enhancing the aesthetic appeal of the commercial district, thereby attracting more visitors and potential customers to the area.
Through these initiatives, the York Road Initiative has significantly contributed to the economic revitalization of the Govans neighborhood, fostering a supportive environment for business growth and community development.
Govans Elementary School’s Impact
GES has been central to the neighborhood’s revitalization efforts. In 2015, the school transitioned to a BCP charter school, enhancing its educational offerings and community engagement. Built on the site of the 1931 historic elementary school building, the new GES modernized educational facilities, supported by the 21st Century School Buildings Program, a significant public works initiative in Baltimore, which has contributed to the neighborhood’s appeal and growth.
To ensure that the school’s improvements translated into broader community benefits, the Baltimore City Planning Department developed the Govans Elementary School INSPIRE Plan. This plan serves as a strategic guide for public and private investments within the area surrounding the school to enhance the neighborhood surrounding GES. INSPIRE, which stands for Investing in Neighborhoods and Schools to Promote Improvement, Revitalization, and Excellence, aims to leverage the modernization of school facilities to stimulate broader community development.
Key Objectives of the Govans INSPIRE Plan:
- Infrastructure Improvements: Enhancing streetscapes, sidewalks, and public spaces to create a safer and more inviting environment for residents and students.
- Housing and Economic Development: Encouraging investment in housing and local businesses to boost economic growth and provide better amenities for the community.
- Community Engagement: Fostering strong partnerships between the school, local organizations, and residents to ensure that redevelopment efforts align with the community’s needs and aspirations.
The plan outlines fourteen specific strategies based on resident input, serving as a guide for public and private investments in the area. These strategies are designed to address various aspects of community life, including safety, transportation, and access to resources.

By focusing on the vicinity of Govans Elementary School, the plan seeks to create a supportive environment that enhances educational outcomes and overall quality of life for residents.
