The Maryland State Department of Education (MSDE) recently released its annual star ratings, offering a clear way for families and the community to understand school performance. 

Ratings are based on multiple factors, including academic achievement, student growth, progress in closing achievement gaps, and school climate. Each school earns a percentage of total points, which corresponds to a star rating from 1 to 5:
1 Star: Below 30%
2 Stars: 30–44.9%
3 Stars: 45–59.9%
4 Stars: 60–74.9%
5 Stars: 75% or higher

Over the past four years, Baltimore Curriculum Project (BCP) neighborhood conversion charter schools have shown steady progress, reflecting the strength of our network-wide commitment to academic excellence, whole-child development, and data-driven improvement.

Highlights Across the BCP Network

City Springs Elementary/Middle
City Springs has continued to make strong gains, improving from 36.9% in 2022 to 44.2% in 2025, just 0.8 points shy of the 3-star threshold. This consistent upward trend reflects the school’s focus on rigorous instruction, student engagement, and a positive school climate. With targeted supports and high expectations, City Springs remains on a clear path toward achieving 3 stars in the near future.

Frederick Elementary
Frederick Elementary continues to make steady year-over-year growth, climbing from 31.9% in 2022 to 43.2% in 2025. This progress highlights the dedication of its staff and students, as well as the effectiveness of BCP’s research-based programs and strong family partnerships. Frederick is closing in on the 3-star threshold, showing that consistent growth and teamwork pay off.

Govans Elementary
Govans Elementary has maintained a 3-star rating since 2023, earning 51.8% in 2025. This sustained success reflects Govans’ focus on academic rigor, restorative practices, and a nurturing community culture. With continued collaboration between staff, students, and families, Govans remains a model of consistency and high expectations within the BCP network.

Hampstead Hill Academy
Congratulations to Hampstead Hill Academy for reaching a 5-star rating in 2025, the highest performance among all BCP schools! After several years at the 4-star level, this milestone recognizes the school’s unwavering commitment to excellence, equity, and innovation. This achievement is a testament to the hard work of students, educators, and families who consistently strive for the highest standards.

Pimlico Elementary/Middle
Few schools have demonstrated growth as remarkable as Pimlico. In 2022, Pimlico earned just 18.9% (1 star). Over the next three years, the school climbed steadily to 33.3% in 2023, 41.1% in 2024, and 43% in 2025, now just two points away from a 3-star rating. This incredible progress reflects dedicated leadership, student effort, and strong family engagement and a clear sign that sustained improvement is possible through commitment and collaboration.

Wolfe Street Academy
Wolfe Street earned a score of 58.2% in 2025, translating to a 3-star rating. While this is slightly below last year’s 4-star threshold of 60.7%, it should not be seen as a decline. Wolfe Street has consistently performed in the high 50% range, demonstrating steady, strong performance year after year. This reflects the school’s commitment to student achievement, engagement, and a supportive learning environment.
