Part of the first Leaders Go Places (LGP) program at Hampstead Hill Academy (HHA) thirteen years ago, Cindy Ibarra took those early leadership development lessons to heart. LGP is an HHA-created program that combines incentives for academic, leadership, and community-focused activities among its middle school students.
Ibarra, now the Constituent Services Manager for Councilman Mark Parker (District 1), has fond memories of her time at HHA and how it shaped her role today as a community leader.
HAMPSTEAD HILL ACADEMY: Attended 1st through 8th grade
Involved in a variety of activities at HHA:
- Girls’ soccer and volleyball teams
- Clubs: Debate, Builders Club, the Middle School After-School Athletics Club (MASAC)
- Arts: Performed in theatre productions such as Annie Jr., The Pirates of Penzance, and Cinderella; played clarinet in HHA Band

How did Leaders Go Places shape you?
“Leaders Go Places (LGP) had a significant impact on me. Being recognized for academic achievement, leadership, and community service motivated me to consistently put forth my best effort—even when no one was watching. I loved the LGP field trips, especially “Hershey Park in the Dark,” which remains one of my favorite memories.”

What is your favorite memory from HHA?
“One of my favorite memories from HHA was performing in school plays. Theatre gave me confidence and helped me build lasting friendships.”
How do you think HHA prepared you for high school, college and life?
“HHA prepared me well for high school, college, and life by fostering a strong sense of discipline, community, and academic rigor. Through HHA, I had the opportunity to get a job in middle school and receive a gift card for my work. That experience gave me an early glimpse into money management, a valuable life skill.”
What is your role with Councilman Parker?
“Currently, I serve as the Constituent Services Manager for Mark Parker, Councilman, Baltimore City Council District 1. I joined Councilman Parker’s campaign in March 2023, as he was preparing to begin canvassing and needed volunteers. Since my family moved to Highlandtown, Mark has always welcomed us warmly, and his genuine care for the community earned my respect. When he asked for help, I didn’t hesitate.”
“I still live in Highlandtown. HHA’s diverse student population and inclusive environment helped shape my understanding of community and the importance of representation. Over the years, I saw more families speaking Spanish and felt fortunate [to be part of HHA].”
